Cluster development process in Russia: Evidence from the Tomsk region

One of the goals of this work is to analyze the evolutionary built IT and electronics industry cluster and to demonstrate how regulatory top-down initiative complements cluster development in Tomsk Region. The paper also focuses on the process of cluster generation, evaluates internal and external cluster environment, identification of ‘growing points’, and formulation of recommendations to improve cluster performance.
